RULES & REGULATIONS

 

  1. The tournament will be held on July 10th and 11th, 2004 at the CUCC cricket grounds located at 16233 South Post Oak Blvd, Houston, TX (intersection of South Post Oak Road and Court Road).

 

  1. Start time on both days is 9:00 a.m sharp.

 

  1. Preliminary games will start at 9 am, 12 noon and 3 pm on July 10.

 

  1. Semifinal fames will start at 9 am on July 11.  The finals will start at 1 pm on July 11.

 

  1. Each team will comprise 11 players.

 

  1. Players may not change teams during the tournament.

 

  1. Each team will submit its roster of up to 14 players to the game official prior to the start of the tournament.

 

  1. Each over will consist of 6 balls.

 

  1. Balls used in the tournament will be semi-used balls.

 

  1. 15-over games will last no more than 70 minutes per innings – no breaks.  Ten runs will be added to any over not started in the 70 minutes (i.e., if a team has score 100 runs, and the 13th over is being bowled when 70 minutes have elapsed, the game will end at 13 overs and the batting team will be credited an extra 20 runs).  Also, no more than 2 players are allowed outside the circle during the first 5 overs and no more than 5 after that.  Otherwise, a no ball will be called.  No bowler may bowl more than 3 overs.

 

  1. 20-over games will last no more than 100 minutes per innings – with a 5-minute break after the first 12 overs.  The time is measured from the time the umpire calls time until the umpire says play to resume play.  Ten runs will be added to any over not started in the 100 minutes (i.e., if a team has score 100 runs, and the 17th over is being bowled when 100 minutes have elapsed, the game will end at 17th over and the batting team will be credited an extra 30 runs.  Also, no more than 2 players are allowed outside the circle during the first 6 overs and no more than 5 after that.  Otherwise a no ball will be called.  No bowler may bowl more than 4 overs.

 

  1. 25-over games will last no more than 120 minutes per innings – with a 5-minute break after the first 15 overs.  The time is measured from the time the umpire calls time until the umpire says play to resume play.  Ten runs will be added to any over not started in the 120 minutes (i.e., if a team has score 100 runs, and the 23rd over is being bowled when 120 minutes have elapsed, the game will end at 23 overs and the batting team will be credited an extra 20 runs.  Also, no more than 2 players are allowed outside the circle during the first 7 overs and no more than 5 after that.  Otherwise a no ball will be called.  No bowler may bowl more than 5 overs.

 

  1. 30-over games will last no more than 140 minutes – with a 5-minute break after the first 15 overs.  The time is measured from the time the umpire calls time until the umpire says play to resume play.  Ten runs will be added to any over not started in the 70 minutes i.e. if a team has score 100 runs, and the 23 over is being bowled when 70 minutes have elapsed, the game will end at 28 overs and the batting team will be credited an extra 20 runs.  Also, no more than 2 players are allowed outside the circle during the first 7 overs and no more than 5 after that.  Otherwise a no ball will be called.  No bowler may bowl more than 6 overs.

 

  1. A 10-minute break will be taken between innings.  The time is measured from the time the umpire calls “time” until the umpire says “play” to resume play.   

 

  1. There are 5 minutes allotted per innings to settle disputes.  If this time is not used, the bowling team may use 2 minutes from this allotment for a “time-out”.

 

  1. In the event of rain, all times, overs and over limits will likely be cut in half.

 

  1. If 2 teams are tied in the group standings, then the group winners will be determined as follows:
    1. Run differential (i.e. runs scored less runs conceded)
    2. Runs per wicket
    3. Toss of a coin.

 

  1. Points System - Win 3 points, Tie 2 points, No-Result 1 point, Loss 0 point.

 

  1. Substitutions are allowed but not for the wicketkeeper and the substitutes must come from the 14-player roster.

 

  1. A player who has retired and been replaced will not be allowed to return to bat during that game.  A player retiring hurt must, in the opinion of the umpire, have been injured during the current match and a player may not retire hurt due to being tired. In such cases the player will be considered to be out.

 

  1. Teams must be in attendance 15 minutes prior to the scheduled start of their matches in order to complete the coin toss and be ready to take the field immediately after the finish of the current game.

 

  1. Teams not in attendance at the scheduled start of play will have one over deducted from their innings for each 5-minute delay.  This deduction will also apply during the change of the innings.

 

  1. All balls must be bowled over-arm. There is no limit on the bowler’s run-up.

 

  1. The umpire will at his discretion penalize at batsman for not being ready to bat when the bowler is ready off his regular run-up.  This penalty will be 2 runs per ball.  This will curb time-wasting.

 

  1. A wide ball will be called if the ball passes down the leg-side behind the batsman and outside the marked line without hitting the batsman (standard HCL rules). A wide ball on the offside will be called if it passes beyond 30-inches of the off-stump. The batting side will be awarded 1 run for a "wide" and the normal receipt of an extra ball.

 

  1. Any ball that passes above the batsman's shoulder in his normal stance shall be called a "No Ball" regardless of whether the ball is struck by the batsman. No extra run will be awarded over and above the 1 run for the “no ball” and any runs actually scored by the batsman.

 

  1. There will be “L.B.W." decisions called by the umpire.

 

  1. For an entire team to be "out", all 10 wickets must fall or the team has declared. The last batsman does not continue to bat.

 

  1. The official score sheet prepared by the official scorer will be regarded as final.

 

  1. Standard rules of cricket apply except for the special rules above.  The Tournament Referee will resolve any disputes with only the captains of the teams involved and the umpires, if appropriate.  Only 5 minutes is allotted for this i.e. a team can have as many disputes as possible, as long as the total duration is less than 5 minutes.  If the 5 minutes are up, no more disputes are allowed.

 

  1. The umpires’ decisions are final.  Ignorance of the rules is no defence.

 

  1. The decision of the Tournament Referee will be final and binding on all parties involved.

 

  1. The tournament organizers reserve the right to make adjustments (such as clarifications and interpretations) to the rules to ensure a smooth running of the competition.

Team 3            Combined United Islands Cricket Club (CICC & CUCC) CUICC

Team 4            Houston Cricket Club (HCC)

Team 5            Memorial Cricket Club (MCC)

Team 6            Houston West Indies (HWI).

 

 

 

 

July 10th

 

Ø      There will be two groups, A & B, comprising 3 teams each.

Ø      Teams will be assigned in groups at random prior to the tournament

Ø      The format will be as follows:

o       Round  #1, 15 overs per game

o       Group A

§         Team 1 vs Team 2 on Ground 1

§         Team 3 vs Team 1 on Ground 2

§         Team 2 vs Team 3 on Ground 1

 

o       Group B

§         Team 4 vs Team 5 on Ground 2

§         Team 5 vs Team 6 on Ground 1

§         Team 6 vs Team 4 on Ground 2

This means that except for teams 2 and 4, each team will play one game on each ground.

 

Ø      The winner and second place team of each group advances to the semi-final game.   See rules 17 and 18.

Ø      Ground 1 is turf; Ground 2 is concrete.

 

 

July 11th

 

Ø      Semi-finals - 20 overs per game

o       The winner of group A plays the second place team of group B.  Likewise, the winner of group B plays the runner-up of group A.

Ø      Finals - 25 overs

o       The winner of each semi-final meets in the finals.
