The HCL is an Internal Revenue Service (IRS) recognized 501 ( c ) ( 3 ) non-profit organization. ARTICLE 2: OBJECTIVES The purpose, for which the HCL is formed, is: To provide an organised cricket league in the Greater Houston Area To promote the development of the sport of cricket among the local population through education, organization and competition as a non-profit organization. To provide its members the opportunity to participate in representative cricket at the highest possible levels in the United States of America at the regional, national and international level competitions. ARTICLE 3: MEMBERSHIP & AFFILIATIONS The membership of the HCL shall be set out in the by-laws, which shall prescribe the membership qualifications, the provision for admission of new members and the provisions for the suspension, termination and reinstatement of membership. The HCL shall act as an autonomous cricket body for the Greater Houston Area. Organizational affiliations with other regional, national and international organizations will require approval by a majority of HCL member clubs during an AGM or EGM. ARTICLE 4: WAIVER OF LIABILITY The HCL and its Officers will not be liable and assumes no responsibility for any personal injuries, property loss or damage to any individual or to any member club through the normal course of play of any HCL scheduled game or tournament. Member clubs and its players shall be required to sign a liability waiver as a condition of their HCL membership. ARTICLE 5: GOVERNMENT The Government and the control and management of all properties and affairs of the HCL shall be vested in the EC as set forth in the by-laws which shall provide for the definition of the EC, the election of the officers of the HCL, their terms in office, their powers and their duties. ARTICLE 6: AMENDMENTS TO CONSTITUTION Section I, II & III of this Constitution can be amended only at any Extraordinary or Annual General meeting of the HCL by two-thirds majority of the total eligible votes. ARTICLE 7: ORGANIZATION UNDER SECTION 5O1 (C) (3) OF THE INTERNAL REVENUE CODE This organization is organized exclusively for charitable, religious, educational, and scientific purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under section 501 (c) (3) of the Internal Revenue Code, or corresponding section of any future federal code. No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in the purpose clause hereof. No substantial part of the activities of the organization shall be carrying of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. Notwithstanding any other provision of this document, the organization shall not carry on any activities not permitted to be carried on (a) by an organization exempt from federal income tax under section 501 (c) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or (b) by an organization, contributions to which are deductible under section 170 (c) (2) of the Internal Revenue Code, or corresponding section of any future federal tax code. Upon the dissolution of the organization, assets shall be distributed for one or more exempt purposes within the meaning of the section 501 (c) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or shall be distributed to the federal government, or to a state or local government, for a public purpose. Any such assets not disposed of shall be disposed of by a court of competent jurisdiction of the county in which the principal office of the organization is then located, exclusively for such purposes or to such organization or organizations, as said Court shall determine, which are organized and operated exclusively for such purposes. ARTICLE 8: EFFECTIVE DATE The effective date of this amended constitution shall be February 25th, 2006. Section II By-Laws ARTICLE 1: MEMBER CLUBS Member clubs may comprise any organized cricket club in the Greater Houston Area that has access to a suitable (approved) ground, upon written application and following necessary acceptance by the EC. A cricket club that is admitted as a member of the HCL can participate in the competition and meetings only while in good standing with respect to payment of annual dues and fees. Each member club shall be required to be also a member of the organization as agreed under ARTICLE 3 in Section I above. All applicable fees shall be set each year at the Annual General Meeting (AGM) in accordance with the needs of the HCL. The fees shall be paid at the AGM, and in any event, no later than one month before the first summer league match of the season. There shall be a late charge after the due date, the amount to be determined by the EC and shall not exceed 50% of the annual fee. Any club that has not paid the dues as well as the late charges will forfeit all games played prior to the payment of the dues and late charges. Any club that is in arrears of the fines, dues and late charges at the beginning of the season, shall cease to be a member of the HCL. In order for the club to be eligible for reinstatement, it shall first pay the amount owed to the HCL including a penalty equal to the initial joining fee. ARTICLE 2: OFFICERS 2.1 The Officers of the HCL shall consist of President, Vice President, Treasurer, Secretary, Statistician and 5 other ex-officio Officers. These 10 Officers shall constitute the members of the Executive Committee. 2.2. Elections shall be conducted at the Annual General Meeting (AGM). All positions shall be elected for a one-year period. Officers shall be elected from one or more candidates nominated and seconded by the member clubs. 2.3 Each of the elected Officers shall be eligible for re-election at the end of their term of office. Any mid-term EC vacancy can be filled through appointment by the President, subject to the approval of the remaining members of the EC. The President shall have a maximum term of 3 consecutive years. ARTICLE 3: DUTIES OF THE OFFICERS 3.1 The President shall preside at all general and executive meetings. He shall be an ex-officio member of all committees. He shall appoint committees not required to be elected at the AGM. He shall organize the routine business of the HCL through his leadership of the EC. 3.2 The Vice President shall act in the absence of the President with the same power and authority. He shall be chairman of the Disciplinary Committee. He shall submit a written report at the AGM on all reviews of his Committee. 3.3 The Secretary shall keep a permanent record of all the minutes of all meetings. He shall be the custodian of all official records of the HCL including registration of players. He shall transact any correspondence as directed by the President and the EC. He shall notify each member club of all relevant meetings. 3.4 The Treasurer shall have custody of all funds of the HCL. He shall keep the financial records of the HCL. He shall disburse funds with proper concurrence of the President and the Executive Committee. He shall present a written financial report at the AGM. He shall be chairman of the Finance Committee. 3.5 The Statistician shall keep records of all games submitted by individual teams. He shall be responsible for formulating the schedule of the League matches in order that HCL may notify each member club of the schedule at least 2 weeks before the start of the season. He shall be chairman of the Awards Committee. 3.6 The 5 Ex-Officio Officers will be full members of the EC, and will undertake additional roles as directed by the president or the EC. ARTICLE 4: COMMITTEES 4.1 Executive Committee (EC) EC will comprise of 10 elected HCL officers. EC shall be the governing body of the HCL. EC shall have control and management of the property and monies of the HCL. EC shall hold not less than 6 meetings per year at a time and venue to be determined by the President. Each Officer shall have one vote each at the meetings of the EC. EC Meetings will have a quorum of 6 members. Admission to and participation in an EC meeting shall be limited to the elected Officers, and to such other individuals as invited by the EC. Only Officers will participate in any votes that may take place at such meetings. All records of the HCL shall be turned over to the new Officers at the end of the terms of the existing Officers. 4.2 Disciplinary Committee (DC) DC will be chaired by the Vice President. DC will decide on any incidents involving HCL Code of Conduct violations by an individual or a club. At least seven days written notice will be provided regarding the hearing date and of the offence alleged to the player and/or club involved through the team's official contact. The player or team shall be entitled to attend the hearing and to call witnesses. All DC decisions will be subject to the appeals process. 4.3 Umpiring Committee (UC) UC will be chaired by any EC Officer or HCL Member appointed by President. UC will facilitate and conduct umpires training and certification sessions for HCL umpires. UC will co-ordinate umpiring assignments and training sessions for HCL umpires. UC will address any disputes and issues involving HCL umpires or interpretation of the HCL playing rules and regulations. 4.4 Appeals Committee Appeals committee will be chaired by the President. All Appeals will be addressed by the full Executive Committee. 4.5 Finance Committee Finance committee will be chaired by the Treasurer. The funds of the HCL shall be deposited by the Treasurer in a bank or banks to be named by the EC upon the advice of the Finance committee. Disbursement from general funds shall require budget approval of the EC and there after the Treasurer will make appropriate payments. At least 2 officers of the EC will be signatories on all HCL bank accounts to allow efficient operations in the absence of the Treasurer. Prior to the beginning of the cricket season, either the Finance Committee or the Treasurer shall prepare a budget of the estimated expenditures for the ensuing season. The budget shall be submitted to the EC for approval. Upon approval, the budget shall stand as the limit of expenditure for the purpose specified. Additional expenditures, whether in excess of the budget or for other purposes, shall not be expended without prior approval of the EC. This committee shall prepare a full report of the Finances of the HCL to be presented by the Treasurer at the AGM. This report, together with any related amendments, must be approved by a majority of valid votes cast at this meeting. 4.6 Grounds Committee Grounds committee will be chaired by any EC officer appointed by President. This committee will monitor the fitness of all HCL grounds and order any required improvements. It will refer all cases of non-compliance to the EC. 4.7 Awards Committee Awards committee will be chaired by the Statistician. This committee will decide and announce all HCL individual and team performance awards at the AGM and other HCL events. 4.8 Committee Appointments The President shall constitute additional committees and sub-committees as and when required. The constitution and recommendations of all committees and sub-committees will be subject to scrutiny and approval by the EC. ARTICLE 5: MEETINGS The general meeting held at the end of the season, for which 15 days written notice will be given, shall be called the Annual General Meeting (AGM) and shall be for the purpose of electing Officers, debating and approving reports from the EC, and considering written resolutions from either the EC or member clubs. The presence of 51% of the voting members will constitute a quorum for a general meeting (AGM or EGM) An Extraordinary General Meeting (EGM) may be called at any time, following a resolution from the EC, or at the request of at least 50% of voting members. At least ten days notice of such a meeting, specifying the business to be transacted and the date, time and place of the meeting, shall be sent to each team ARTICLE 6: VOTING 6.1 The voting delegate for a member club must be affiliated with the member club or have authorization from the registered Club president of the member club. 6.2 At an AGM or EGM, each member club in good standing shall have one vote. 6.3 Resolutions shall be carried by a simple majority vote. Candidates receiving the greatest number of votes in an election of Officers shall be considered elected.When there are two or more candidates for an office, a vote must be taken until there is a clear winner. 6.4 Tie-Breaker (Casting) vote In the event of a tie of votes at any meeting - AGM, EGM, EC, Committee or Sub-Committee meeting: The Chairman of the meeting shall have the casting vote, except for the election of Officers as provided above and in matters involving the club to which the Chairman belongs Thistie-breaking vote is separate and additionalfrom the votes cast by the President, Vice President or committee chairmanduring the initial voting. 6.5 Absentee and/or Proxy voting at any meeting shall be allowed provided the following conditions are met: The vote is submitted in writing. (Faxed or E-mailed copy is considered acceptable) It is signed and dated by an authorized representative of the member club (name and capacity to be indicated). The specific issue on which the vote is being cast is clearly stated. SECTION III - HCL TOURNAMENT STRUCTURE AND GUIDELINES Article 1: COMPETITIONS 1.1 The HCL shall organize regular cricket competitions, whose specific format and playing conditions will be defined in this Constitution and by additional clarifications as deemed necessary by the EC. 1.2 The EC will be responsible for considering written amendments to the Tournament Structure, and submitting recommendations to member clubs of the HCL for due consideration. 1.3. The EC shall manage the competitions and clarify all interpretations. The decision of the EC will be binding. Article 2: ELIGIBILITY 2.1 Each HCL member club shall register the names of their players with the HCL Secretary on or before the start of this leagues season. Non-submission of rosters before the start of the leagues season shall constitute a Level 1 offence. Additional players may be registered at later dates up to and no later than the commencement of the Play-off competition 2.2 Non-registered players shall not be eligible to play league matches until the Secretary is notified. The date of registration will be that date on which the HCL Secretary was notified of the name of the player and team affiliation by email, prior to his appearance in the match. A club may register as many players as they choose. 2.3 If a club has more than one team in the league, it must name its 5 best players who may only play for that clubs first team. The list of protected players must be provided to the HCL Secretary prior to the commencement of the HCL season and this list shall be subject to scrutiny and approval by the EC. Protected Players shall not be allowed to change during the season. If a club has more than 2 teams in the league, then the Club must protect 5 additional players for each additional team. Non-submission of protected players before the start of the leagues season shall constitute a Level 1 offence. Other players shall be allowed to play for any of the club teams as required, except in Play-off matches, during which players can play for one team only. The spirit of this Law should be noted. Normal competition between players and selection on merit within a club is intended. 2.4 Teams shall only allow players registered by their club to play in the league matches. Any team violating this rule shall forfeit the game and 6 points shall be awarded to the opposing team. 2.5 A player may change club affiliation only once during the leagues year if that player has already played for another team in HCLs game(s). No transfers shall be allowed after the half way stage of the season unless the club disbands entirely and ceases to partake in any League matches for the remainder of the season. The half way stage of the season shall be notified each year before the start of the leagues season. In any event, no player may play for more than one team during a play-off competition. It is the responsibility of the new club to notify the HCL Secretary of the transfer by email, and to register the new player, prior to his appearance in any match. It is the responsibility of the transferring player to notify his old club of his intention to re-register for a new club. 2.6 A list of registered players by club (including protected players) will be maintained on the HCL website. 2.7 Any club playing a player who is not registered for the club will be penalized by the deduction of 3 points for each match in question, in addition to forfeiting the game, and will be considered a HCL Level I offence. Article 3: DISCIPLINE & CODE OF CONDUCT 3.1 It shall be a disciplinary offence for any Officer, player or team, in the course of or in connection with a match or any other circumstances, to act in a manner likely to prejudice the good name of the HCL, and the individual and/or club committing the offence shall be liable to a penalty. 3.2 The HCL Code of Conduct shall be as follows: The captains specifically and players generally are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the Laws, By-Laws & Special Rules. Players and Team Officials shall not at any time engage in conduct unbecoming to a HCL Player or Team Official which could bring them or the HCL into disrepute. Players and Team Officials must at all times accept the Umpire's decision. Players must not show dissent at the Umpire's decision. Players and Team Officials shall not intimidate, assault or attempt to intimidate or assault an Umpire, another Player or a Spectator. Players and Team Officials shall not use crude or abusive language (known as "sledging") nor make offensive gestures. 3.3 Before any penalty is imposed there shall be a Disciplinary Committee Meeting. The Disciplinary Committee may request for a hearing of all concerned parties, depending on the offence. At least seven days notice shall be given in writing for the hearing along with details of the offence alleged shall be given to the player and/or club; in either case through the team's official contact. The player or team shall be entitled to attend the hearing and to call witnesses. 3.4 Should an Officer, player or team act in violation of the HCL Code of Conduct team, that shall be considered a disciplinary offence and categorized into 4 levels: Level 1 offence: An individual player or Club official engaging in Verbal Abuse or making offensive gesture towards another HCL player or generally acting in a manner unbecoming of an HCL member. Penalties: First time offences punishable through written HCL reprimand Any Subsequent offences will be punishable through probation, minor suspension, and/or fine. Level 2 offence: An individual player or Club official engaging in Verbal Abuse or making offensive gesture towards a HCL appointed umpire OR A team Captain in violation of the timekeeping guidelines. Penalties: First time offences will be punishable by probation, minor suspension and/or fine. Any Subsequent offences will be punishable through major suspension and/or fine. Level 3 offence: (a) An individual player or Club official engaging in Physical assault against another HCL player. Penalties: Major suspension (Multiple Games) and/or fine. Any subsequent offence punishable by Suspension for the remainder of the season including playoffs and/or permanent expulsion from HCL membership. (b)More than 1 players or Club officials engaging in Verbal Abuse or making offensive gesture towards a HCL appointed umpire. Penalties: First time offences punishable by HCL written reprimand and probation for the member club Any subsequent offence punishable by deduction of points, probation and/or fines. Level 4 offence: An individual player or Club official engaging in Physical assault against a HCL appointed umpire. Penalties: First time offences punishable by major suspension for the individual, automatic probation for the club, possible deduction of points and/or fines. Any subsequent offence punishable by suspension of the club, possible expulsion from HCL and/or fines. 3.5 Any disciplinary action taken by the Disciplinary Committee can be appealed. All such appeals will be addressed by the full EC. The Appeals Process is detailed below. Article 4: APPEALS 4.1 The word Appeal shall include any dispute, disagreement, protest or any other incident during the game affecting the result of the game. Officers of the EC, led by the President or their delegate, will attempt to resolve any such issues in an efficient manner following their occurrence. 4.2 If satisfactory agreement cannot be reached, any team may formally appeal the result of the game to a full hearing of the EC. The appeal must be in writing (mail or email) and shall be accompanied by the $100 fee, which must be in the form of a check or money order payable to Houston Cricket League. All documentation required for the appeal, including the score sheet, must be sent within 7 days of the game to the HCL Secretary who will notify the EC to convene an Appeals Meeting. Telephone calls and facsimiles are unacceptable means for transmittal of documentation for an appeal. 4.3 Scorebook discrepancies must be resolved by the Neutral Umpire in discussion with both team Captains, at the end or during the game. HCL shall accept the score sheet submitted by the Neutral Umpire as official and the EC shall entertain no protest or appeal in this matter. 4.4 A full refund of the appeal fee will be made in the case of a successful appeal 4.5 All appeals shall be resolved by HCL Appeals Committee within 14 days of the request of appeal. ARTICLE 5: LAWS OF THE GAME 5.1 All Matches shall be played according to the latest Laws of Cricket, as published by Lords http://www.lords.org/laws-and-spirit/laws-of-cricket/ except where varied by these By-laws and the HCL Special Match Rules 5.2 A downloadable version of the latest Laws will be available on the HCL website. Section IV HCL Special Match Rules and Regulations ARTICLE 1: OVERS & SCHEDULE Summer League Matches will normally consist of one innings of 40 overs for each team. Each over shall consist of 6 legal deliveries. ARTICLE 2: POINTS ALLOCATION Win: 6 points for winning team and 0 points for losing team Tie: 4 points for each team Rained out/abandoned games with no result: 3 points for each team Forfeitures and Walkovers: 0 points to team forfeiting, 6 points to opposition Umpiring Penalties: 3 points deducted for each missed assignment or for assigning a non-certified umpire Other Disciplinary Reasons: Disciplinary Committee to decide ARTICLE 3: FIXTURES 3.1 Fixtures shall be played on the date specified by the fixtures list published by the EC. 3.2 Rescheduling of games is not allowed. Rescheduling may be allowed only in extraordinary circumstances like ground availability problems etc. An approval must be obtained, in writing, in advance, at least 72 hours prior to the start of the match, from the President or Vice President. 3.3 Unless part of a play-off competition, there will be no rearrangement of fixtures due to unsuitable weather conditions. 3.4 Clubs are permitted to rearrange the date and venue for a scheduled match if both parties agree, provided it is not to avoid unsuitable weather conditions, and EC is notified at least 72 hours prior to the start of the match. Neutral Umpires may not be available on the rescheduled date for this fixture ARTICLE 4: UMPIRES 4.1 Each team will be responsible for having at least 6 umpires certified by the HCL Umpiring Committee hereinafter referred to as Neutral Umpire, prior to the start of the season. Each team is responsible for providing a certified umpire according to a published schedule. Failure to provide will result in a penalty of 3 points deducted from their League total and shall constitute a Level 1 offence. Teams must report no shows of certified umpires within 1 week to enforce such a deduction. 4.2 Neutral Umpire(s) shall be appointed by the designated Clubs or the HCL from available pool of certified umpires. In the absence of one, or both, Neutral Umpires, the batting captain will nominate properly qualified individuals to stand as Umpires. If both clubs are in agreement, they can provide their own umpires. 4.3 In the absence of both Neutral Umpires, it is the responsibility of the captains to agree on all general aspects concerning the smooth running of a match, and to ensure that the Spirit of the Laws are clearly followed by their respective players. 4.4 Before the toss for innings, the Neutral Umpire(s) shall agree with both Captains on any special conditions affecting the conduct of the match. 4.5 The Neutral Umpires shall satisfy themselves before the start of the match that the wickets are properly pitched. 4.6 The Neutral Umpires shall ensure the proper starting time and period intervals during match. 4.7 Before and during the match the Umpires shall ensure that the conduct of the game and the implements used are strictly in accordance with the laws. 4.8 The Umpires shall be the sole judges of fair and unfair play. The Umpires decision shall be respected as final by all players. 4.9 The Neutral Umpires shall be the sole judges of the fitness of the grounds, weather and light for play. In the absence of an appointed umpire, the two captains will have to agree on the fitness of the playing conditions otherwise there would be no play. 4.10 The Neutral Umpires shall be allowed to change ends at their discretion, for example, to stand at the bowlers end at all times, in the event that only one Neutral umpire is available. 4.11 The Neutral Umpire is responsible to report the result of a match on official HCL Score sheet mailed, e-mailed or faxed to the Statistician within 3 days after the match. In the absence of the Neutral Umpire, it shall be the responsibility of the winning team captain to submit the scores to the Statistician within the stipulated 3 days. 4.12 The HCL Score sheet submitted by the Neutral Umpire, and in his absence the Winning Captain, shall be considered the official score sheet by the Statistician and shall be used for compiling statistics. 4.13 If match results and score sheets are not reported to the Statistician, by the Neutral Umpire or by winning team within 7 days (either postmarked, faxed or e-mailed), the game shall be considered voided and both the teams shall receive zero points. In such a situation, it will be considered as a Level 1 offence against the team to which the Neutral Umpire is registered and the winning team captain, in the absence of the Neutral Umpire 4.14 Umpiring Fees $70 for Certified Umpires ($35 by each team) $10 additional fees for those umpires coming from or going to Port Arthur. Certified Umpires for each team will be put on the HCL website. 4.15 Umpiring Fees for Rained-Out Games Umpire on the field (not a single ball bowled): Reduced fees - $30 to be paid ($15 by each team) Match started and then rained out or match not completed due to other factors: Full fees to be paid ARTICLE 5: LENGTH OF MATCHES & TIME-KEEPING 5.1 Summer League matches shall consist of no more than 40 overs per side, with 6 balls per over. Each bowler shall bowl no more than 8 overs or one-fifth of total overs agreed prior to start of the game. 5.2 All summer games shall ordinarily start at 10:00 a.m. sharp, except for delay caused due to inclement weather (rain), in which case the start time shall be decided with the mutual agreement of both Captains. Starting times may be revised, if required, due to changes in day light hours. 5.3 The Captains shall conduct the toss at least 15 minutes prior to the start of the game. In the event that captains are not present, then teams must nominate a deputy for this purpose. Once the toss is made, a decision should be made promptly by the winning captain and no later than 10 minutes before the start of play. 5.4 In order for any team to be ready to take the field, a minimum of 7 players must be present at the ground prior to start of the game. Any team that is not ready to take the field at the designated start time, due to late arrival or any other reason shall lose 1 over from their teams batting innings for each 5 minutes of the delay. Any team causing delay of more than 45 minutes shall forfeit the game. In such a case, the team forfeiting the game shall receive zero points and their opponent shall receive 6 points. 5.5 Recommended Timelines for the game: Toss: 9:45 am Start Time: 10:00 am First Innings 10.00 am - 1:45 pm Lunch 1:45 pm - 2:15 pm Second Innings 2:15pm  6:00 pm 5.6 Major violations of the Recommended Timelines are to be considered a disciplinary violation. Outside of rain interrupted games or other unavoidable situations, any violations in excess of 30 minutes by any team captain for any of the above mentioned timelines should be reported to the HCL Umpiring Committee by the HCL Certified Umpire. The umpiring committee can consider these to be a Level 2 offence by the Captain as outlined in the code of conduct. 5.7 It is the responsibility of the fielding team captain to ensure that a reasonable over rate is maintained. Umpires will advise captains when over rates deteriorate. 5.8 The Neutral Umpires shall be allowed to change ends at their discretion, for example, to stand at the bowlers end at all times, in the event that only one Neutral umpire is available. ARTICLE 6: INTERVALS 6.1 A water break shall be taken every 15 overs, whose duration shall not exceed 5 minutes. 6.2 In extreme hot weather, the frequency of water breaks may be increased to every 10 overs with 5-minute duration. 6.3 At the discretion of both captains, the water break may be foregone and the game shall be allowed to continue without a drink interval 6.4 A lunch interval shall be taken between the innings and the duration shall not exceed 30 minutes ARTICLE 7: MATCH RESULTS 7.1 The team scoring the most runs shall be considered the winner and shall receive 6 points. The other team shall be considered the loser and shall receive zero points. 7.2 In the event both teams score equal number of runs, the game will be considered as a tie and 4 points shall be awarded to each team. 7.3 Game started but not finished due to inclement weather shall be decided on by the following basis: 7.4 If the second batting side does not complete 20 complete overs, the match will be considered a No-Result with 3 points awarded to each side. 7.5 In the case of games started but not finished due to inclement weather, where the second side bats full 20 overs or more when the game is called off, then the game will be decided on the higher team score for the total number of completed overs played by the second batting side (e.g. if second batting side has completed 21 overs then number of runs scored by both teams at the end of 21 overs shall decide the result of the match). 7.6 The decision to call off play shall be made by the Neutral Umpire. In the absence of an appointed Umpire, the decision will be made by the mutual consent of the two Captains. 7.7 For each 5 minutes of rain one over will be deducted from the 80 over game divided between both teams. If the resultant overs are an odd number one more over will be deducted. 7.8 In case of a tie in the division placings, head to head results are the decider. In case these are also equal, net run rate differential (total runs scored divided by total overs faced minus total runs conceded divided by total overs bowled) is the decider (Completed matches only). In case these are equal, there will be a toss of a coin. ARTICLE 8: WIDES AND NO-BALLS 8.1 A bowler will be allowed to bowl one bouncer in each over. (Any ball passing above shoulder height but below head height of the batsmans normal upright stance) 8.2 The Neutral Umpire at the bowling end shall be the final judge of this and will notify the bowler immediately after he has used his quota of one bouncer. Any further such bouncers in that over will simply be declared No Balls. 8.3 A short-pitched ball passing over head height of the Batsman (Batsman standing in normal upright position at the crease) shall be declared as No Ball by either Umpire and will count as one bouncer for the over. 8.4 A full toss from a medium or fast bowler, passing the batsman above waist height, (when standing in normal position at the crease) shall be declared No Ball by either Umpire. In such cases the Neutral Umpire shall have the authority to over-rule the leg umpires decision. All the applicable rules of play for No Ball shall apply in such cases. 8.5 A full toss from a spinner or slow bowler, passing the batsman above waist height, (when standing in normal position at the crease) is NOT a No Ball. However a full toss from the same bowler passing the batsman above shoulder height, (when standing in normal position at the crease) shall be declared No Ball by either Umpire. 8.6 If the Bowler bowls the ball such that it passes the batsman, when standing in normal position at the crease, outside a clearly marked line parallel to the return crease 15 outside the leg stump, or 30 outside the off stump. The Umpire shall call and signal, Wide Ball as soon as the ball is dead. ARTICLE 9: MATCH FORMALITIES 9.1 Captains (or deputies) of each team MUST meet at the toss to review match conditions, and to exchange team lists. Team lists should include the 11 playing members, and up to 2 named substitutes. 9.2 Named substitutes shall be allowed to field only, and must not bat, bowl or keep wicket. 9.3 The spirit of the law is that named substitutes shall normally only be used to replace a member of the fielding side that are injured or incapacitated during the course of the match, and captains are responsible for reaching agreement on this spirit. In the event that a substitute is fielding on behalf of an absent player on the team list, his continued presence past the 15th over of a match will signify that he becomes a full member of the team. The fielding team will have the choice to field with less than 11 after the 15th over if they still wish absent players to remain full members of the team. 9.4 Captains shall advise members of their respective teams that the Umpires decision is final and binding in regards to the playing of the game. Any individual acting in an ungentlemanly or un-sportsmanlike manner or using profanity shall not be tolerated by the Umpires nor should it be tolerated by the team to which that individual belongs. Disciplinary action shall be taken by the team itself against the offending player. In the event the team fails to take such action against the player, the Disciplinary Committee of the HCL may impose sanctions against the player of the team or both, at their discretion. 9.5 Captains are responsible for the provision of a standard cricket scorebook, and competent individual(s) to fully complete the scoring. In the absence of either of these, the other teams scoring will prevail. Where two scorers are present, it is their responsibility to mutually agree, with the assistance of captains and Neutral Umpires if required. Any inconsistencies should be resolved as soon as possible, and no later than the end of an innings. 9.6 Clubs should provide a suitable scoreboard, visible from the wicket. 9.7 All league games must be played with HCL Approved Ball. The Executive Committee will provide details on approved balls as required. 9.8 30-Yard Circle Rule Two semi circles shall be marked on the field of play. The semi-circles shall have the middle stump at either end of the pitch as their center and shall be 30 yards in radius. The semi circles are joined by a straight line on either side. For the first 12 overs, only 2 fielders are permitted outside the restricted area at the instant of delivery. For the remaining overs only 5 fielders are permitted to be outside the restricted area at the instant of delivery. In circumstances where the number of overs for the team batting first is reduced, the number of overs for the above restrictions shall be reduced proportionally (30%). In the event of an infringement of any of the above fielding restrictions, the square leg umpire shall call and signal no ball. The appointed umpire may confer with, and if necessary over-rule the square leg umpire if required. In the event that the necessary markings are not present to the satisfaction of the appointed umpire, then the home team will be penalized by 10 penalty runs and the game shall continue without the above restrictions. ARTICLE 10: PROMOTIONS & RELEGATIONS In the event of a team or club being disbanded at the end of a season, the slot vacated in that division will be filled by the higher seeded team in that division slotted for relegation ARTICLE 11: RAIN RULE 11.1 Calling off the game before game time Weather in Houston is unpredictable and locally variable. Unless in exceptional circumstances (e.g. severe flooding), games should not be called off in advance and teams and umpires should be present at the start time to make a decision. All games involving heavy rain on prior days or on the morning of the game can be called off with mutual agreement by the two team Captains up and until 90 minutes prior to the official game start time without requiring the presence of any other player/official at the ground. Any neutral umpire appointed for the game is to be notified immediately. Failure to do so will require both clubs to pay the full umpire fees. 11.2 Neutral Umpire is the Sole Judge Neutral Umpire if present at the ground shall be the sole judge of the fitness of the ground, weather and light for play. In the absence of an appointed umpire, the play can only continue if both captains agree on the fitness of the playing conditions. 11.3 General Guidelines for the Umpires HCL appointed umpires are advised to consider these guidelines when deciding on the fitness of a ground for play: (a) Continued heavy to moderate rain for 45 minutes or a game stoppage of 1 hour or more should serve as a general guideline to automatically call off any further play unless both Captains are willing to continue. (b) Standing water on the bowlers run-up and/or in large portions of the infield should serve as a general guideline to automatically call off any further play unless both Captains are willing to continue. ARTICLE 12: WALKOVERS & FORFEITURES Walkovers and forfeitures will be considered a Level 1 disciplinary offence Teams giving walkovers must notify the EC, the opposing team and the umpire, at least 72 hours before the game.
