2005 HCL Special Rules & Clarifications

1. 30-Yard Circle Rule:

· Two semi circles shall be marked on the field of play. The semi-circles shall have the middle stump at either end of the pitch as their center and shall be 30 yards in radius. The semi circles are joined by a straight line on either side. The areas should be marked by white spray paint marks at regular 5-yard intervals.

· For the first 12 overs, only 2 fielders are permitted outside the restricted area at the instant of delivery.

· For the remaining overs only 5 fielders are permitted to be outside the restricted area at the instant of delivery.

· In circumstances where the number of overs for the team batting first is reduced, the number of overs for the above restrictions shall be reduced proportionally (30%).

· In the event of an infringement of any of the above fielding restrictions, the square leg umpire shall call and signal no ball. The appointed umpire may confer with, and if necessary over-rule the square leg umpire if required.

· In the event that the necessary markings are not present to the satisfaction of the appointed umpire, then the home team will be penalized by 10 penalty runs and the game shall continue without the above restrictions. Penalty runs will be either added or subtracted from the team batting first.

· We will not apply the close fielder rule, nor the 5-fielder leg side limit.

· Maximum of 2 Fielders behind square on the leg side will be implemented.

2. Games Start Time:

· Games Start Time 10.30 a.m.

3. Umpires Fees:

· $60 for Certified ($30 by each team) who establishes contact with home team prior to match and notifies them of this fact.

· $50 for Non-Certified ($25 by each team)

· $10 extra for those umpires coming from or going to Port Arthur.

· Certified Umpires list will be put on the HCL website.

4. Reporting of Results:

Results must be submitted by email to the Statistician by Wednesday each week.

5. Fees for Rained-Out Games:

Umpire on the field (not a single ball bowled) - $30 to be paid ($15 by each team) - Reduced fees
Match started and then rained out or match not completed due to other factors - Full fees to be paid once a total of > 15 overs completed.
Weather in Houston is unpredictable and locally variable. Unless in exceptional circumstances (e.g. severe flooding), games should not be called off in advance and teams and umpires should be present at the start time to make a decision.
In the event that a game is called off in advance, the neutral umpire and the opposing team must be notified.

6. Rescheduling of games:

No rescheduling of games will be allowed.

7. Walkovers:

· Teams giving walkovers will be disciplinary issue that may include fines and suspension.

8. Transfer / Switching Rule

No Transfers will be allowed after halfway stage. In order to simplify, this is set at the Start of the Summer Break. Date: 4^th July, 2005

9. Protected Players & Rosters:

Club Rosters and the 5 protected players must be submitted to the Secretary no later than Friday, 1^st April, 2005
Players cannot play in any league game unless they are on the roster
No new players can be added to Rosters after start of playoffs.
In the event of both the teams of the same club qualifying for the Playoffs, the rosters of both teams must be submitted prior to start of the Playoffs. No switching between the 2 teams will be allowed after the start of the Playoffs.
New players can be added to Rosters by communicating with Secretary at least 24 hours before game time.

10. Protected Players Rule for Bhakta India Cricket Club (3 Teams)

BICC

The 5 protected players of BCC (Div 2) cannot play in BICC I (Div 3) nor in BICC II (Div 4)
The 5 protected players of BICC I (Div 3) cannot play in BICC II (Div 4) but can play in the higher division BCC (Div 2)

WISOH

The 5 protected players of CICC (Div 1) cannot play in HWI (Div 2) nor in CUCC (Div 3)
The 5 protected players of HWI (Div 2) cannot play in CUCC (Div 3) but can play in the higher division CICC (Div 1)
